A breakaway warlord alliance holding the Ashvale highlands of Kestrel II, built from a Council militia regiment that walked away when New Kestrel City cut highland funding to pay for Port Kestrel's defenses. Fights out of a fortress built into a Mandate-era bunker and has no intention of ever bending the knee to the Council again.
