Overview

The nominal planetary government of Kestrel II, based out of New Kestrel City on Meridian. Once the unquestioned authority over the world, the Council has spent the last several years losing ground to the breakaway Ashvale Coalition and is now propped up as much by its grip on Port Kestrel's trade as by any remaining military strength.

• Destroy the Foe (Ashvale Coalition) — grind down the Coalition's assets until it can no longer hold Ashvale Hold, ideally with the help of outside mercenaries the Council can deny hiring if it goes badly.

• Militia Unit — New Kestrel City militia, spread thin defending Meridian's cities
