Nominally just a customs officer, Voss actually runs the Council's entire back-channel supply relay through the Anchorage — a lifeline to New Kestrel City that doesn't have to run past the Ashvale Coalition's lines. She reports directly to Governor Osk and to almost nobody else, which suits her fine.
